Norfolk Southern advances growth strategy with new short line partnership

Deal expands freight access, capacity, transload connectivity in metro Atlanta

 

ATLANTA, March 31, 2026 – Norfolk Southern Corp. (NYSE: NSC) announced a new short line partnership in Doraville. Norfolk Southern will lease its Doraville rail corridor and transload terminal to Jaguar Transport Holdings, LLC, which will operate local switching service and invest in targeted infrastructure upgrades to support new customer demand.

 

“This deal will drive freight growth, expand capacity and improve local service in metro Atlanta, a model that can be replicated across the network,” said Stefan Loeb, Norfolk Southern vice president of business development and first- and final-mile markets. “We value Jaguar’s experience in local operations and proven track record as we continue to view short lines as an important part of our growth strategy.”

 

Unlocking capacity through local service and transload integration

 

Located near I-285 and I-85, the Doraville rail corridor serves a cluster of industrial and logistics businesses in northeast metro Atlanta. Through local switching and transload access, the corridor serves both rail-adjacent customers and regional shippers that depend on truck-to-rail connectivity.

 

Under the agreement, Jaguar will provide dedicated local service that enables faster first- and last-mile connections while integrating closely with Norfolk Southern’s Doraville transload facility. Norfolk Southern expects the integrated model to:

  • Improve interchange fluidity
  • Support higher-margin freight
  • Enable new industrial and warehouse development in the corridor

 

A proven growth partner

 

Jaguar will make capital improvements to expand yard capacity and support future growth at Doraville. The company operates multiple short line railroads and transload facilities across the U.S. and has a track record of generating strong early-stage volume growth after assuming local operations.

 

As part of the agreement, Jaguar has committed to performance standards and growth covenants designed to ensure long-term value creation for both companies.

 

Building for the future network

 

The Doraville agreement reflects Norfolk Southern’s broader short line strategy: using targeted partnerships to extend network reach, improve local service and unlock new markets that are best served by specialized operators.  

 

It also supports Norfolk Southern’s long-term vision for a future combined network with Union Pacific. Jaguar is already a short line partner of Union Pacific, supporting eventual operational alignment and a scalable model for local-market growth across a larger national network.
