RailPulse sets new GPS data standard for dispute resolution

Will improve transparency, efficiency, and customer experience across the industry

 

RailPulse is a coalition of railroads, railcar owners, shippers, and industry partners working to accelerate the adoption of GPS and telematics technology across the North American rail network. Norfolk Southern helped establish and continues to invest in RailPulse to give customers greater visibility into where their shipments are, the condition of railcars, and how freight is moving through the supply chain. The platform is, for the first time, creating a shared data standard to improve transparency, consistency, and collaboration across the industry. This common, reliable source of data will reduce disputes and improve operational and financial performance for railroads and shippers.

 

Beginning Oct. 1, RailPulse location and time data generated through certified GPS devices will serve as the definitive record for participating subscribers and member railroads when resolving certain demurrage and storage charge disputes, subject to limited exceptions.

Understanding demurrage and storage charges

Demurrage is typically charged when a railcar remains at a customer facility beyond the agreed time for loading or unloading.

 

Storage charges may apply when a railcar remains stored beyond an agreed timeframe.

 

RailPulse helps participating customers and railroads work from the same GPS-based location and timing data when questions arise about those charges.

Creating a common view of the facts

Historically, resolving demurrage and storage disputes could require reviewing multiple and sometimes conflicting sources of information.

 

With RailPulse, participating customers and railroads can work from the same set of GPS-based arrival, departure, and dwell-time data. This data can be accessed directly by all railroads and customers on a shipment’s waybill, regardless of who owns the railcar. Instead of spending time reconciling different records, all parties can use a common source of information when questions arise. This shared view helps reduce confusion, improve transparency, and support a more efficient dispute resolution process.
