November 2025 Tariff Update

ATLANTA, GA

Norfolk Southern is adopting updates to several Industrial Products & Coal tariffs effective November 3, 2025. Please reference the attached file for further details. For any questions regarding these updates, please contact your Norfolk Southern representative.

Effective November 3, 2025, Norfolk Southern (NS) will be making changes to the following tariffs:

  • Coal, Coke, & Iron Ore Tariff 1000
  • Switching & Absorption Tariff 8001-A
  • Demurrage Tariff 6004-D
  • Accessorial Tariff 8002-A
  • TBT Tariff 9328

Below is a brief description of the changes to the tariffs.

Coal, Coke, & Iron Ore Tariff 1000

  • Item 207: New item for locomotive release charges
  • Item 504: Update of existing tug assistance charges and addition of charges for "Additional Tug Services"

Switching & Absorption Tariff 8001-A

  • Item 1350: Removal of section in entirety due to 49 C.F.R. Section 1145 - STB Final Rule on Reciprocal Switching for Inadequate Service being vacated by the U.S. Court of Appeals for the Seventh Circuit on July 8, 2025.
  • Item 6070: Specified charge for intermediate switch between CSXT and CAMY of $1,200.00 per car

Demurrage Tariff 6004-D

  • Item 750: Revision of Detention Rule #1 to include locomotive release charges
  • Item 1012: Increase in TIH surcharge to $3,000.00 per car per day

Accessorial Services Tariff 8002-A

  • Item 4050: Inclusion of locomotives in special switch application at terminals.
  • Item 6550: Adjustment of language for cars ordered and not used to explicitly include cars that are constructively placed at a customer’s facility.

TBT Tariff 9328

  • Item 110: Add clarification that any adverse routing will be subject to refusal or unloading charges at NS’ sole discretion.
